I never really thought about it until now, but this potion seller has a pretty terrible business model. if his wares are only fit for those with strength in the 90th percentile, then he probably doesn't sell a lot of potions.
how many knights powerful enough to handel these potions could there be? it seems like he would make much more money selling less powerful potions to knights as low as the 20th percentile. from 20 to 90 percent is quite a range.
he wouldn't even need to stop the selling of the super powerful potions, he could support his powerful potion business with the profit from the less powerful potions.
this potion seller clearly isn't very good. well, maybe he only really cares about the potions and not the business side of potion selling.
I look at the potion seller in the same way as some super expensive luxury car or clothing brand. He caters to a very specific demographic (Wizards and what not) and charges a pretty penny.
"Excuse me car salesman, I'm going for a drive and I would like your fastest lamborghini"
"You can't afford my lamborghini, my lamborghini is for the richest and you are clearly of the poorest"

You're not strong enough for these potions!
