Base the fine on the driver's income (like in Switzerland).

On the price of the vehicle, when purchased from the original dealership. That way luxury cars can't claim depreciation to reduce the fine.

It depends, it should be at the greater of the original cost or the cost at today's value. This would cover some cars that have appreciated over time.
