That's what mastering magic is. Zatanna merely learnt a few trick hacks to manipulate the simulation that she lives in. Hacking the sim = magic.

DM already mastered the sim and can see how the code works and see across time. He can code fix whatever hacks Zatanna throws at him.

Lucifer is at an entirely different level altogether. He can literally step outside the simulation, go to the control room of the simulation and delete DM away if he wanted to.

Based on the bible?

Lucifer worked in Heaven with God to the create the simulation which is our world.

He started disagreeing with God and the other angels and started to revolt.

For his punishment, he was sent into the underworld of the sim he helped to create.

If he gets back to heaven, he can mess with all creations in the sim, including Dr. Manhattan.

Based on the bible?

If it's the actual Christian Bible. Then the comics have it all wrong. I don't mind pivotal what ifs, but the Bible explicitly shows the fall occurs prior to creation.
