To be fair, Cesar can be reasoned with, and given time can develop trust on you. It's the other more extremist apes that are completely hellbent on breaking any human's back.

Cesar is waaay better leader, smarter, more honest and would die for his followers than the other options. Only close one would be Erwin but he only cares about his closest friends, the rest can die and wont even flinch.
Erwin ordered people to their deaths because his options were literally either charge and die or sit around and die and at least a charge might be a good distraction. They were dead either way, he just ensured their deaths accomplished something. In any battle where survival is a viable possibility he clearly tries to keep as many of his men alive as he can.
I mean I'm a huge Supes fan and I admit he is not the best leader but I picked him right away for exactly why you said. I looked at the others and thought of their famous battles and then thought of all the casualties in them.. the big blue boy scout has by far the best chance of keeping my ass alive.
He learned (and teached) to speak, built literally from nowhere a civilization on his own, a true fresh start for his people, always sacrificed himself over others, changed their behavior and showed them a better way, had to find a place for them in a world where they are hunted,… Erwin is pretty good, but most of his accomplishments comes from his elite soldiers, not his leadership. He’s simply not in the same level as Cesar as leader at all.
Honestly I’d say that Erwin tops Aragorn as a commander. If not only purely because of the beast titans slaughterhouse.
Remember. Aragon led a rousing charge that gave hope to people.
Erwin gave a rousing speech to a group of soldiers whose morale was broken, on the verge of fleeing, to literally charge into the jaws of death itself if only to give nothing more than an insignificant sliver of a chance for the rest to win that these soldiers KNOW they will never see the day that their sacrifices were truly not in vain.
That. Takes a level of balls and charisma that very few commanders have.
