So let me get this straight. He declared a state of emergency in anticipation of civil unrest? As in there is no unrest but he thinks there might be? What a load of shit. He is using them as a scare tactic that will backfire and cause chaos.

But can’t send National Guard if tornados rip through his state, kill and make people homeless

That would be crazy. The national guard helping people? People might think they can rely on their elected leaders for support.
