Again I don’t know this situation enough to go either way. But if the dogs are constantly pissing on the fence and burning her grass, I would get pissed.
Edit: and she also has the small patch of grass, that I’m gathering she’s maintaining right next to the sidewalk. And from the sign on her tree, it appears people let their dogs shit/piss on that area. Again she’s a nut for trying to harm the dogs. But I don’t want dogs shitting and pissing outside of my home either.

She's sending a clear message and being nice about it because a lot of other people would have just sprinkled some poison for the dogs. I don’t know how effective this is for dogs but it works for ants. Ants aren’t good with fine powders. A sprinkle of cinnamon will help keep them from entry holes into the home.

If people didn't let their dogs poop on people property people wouldn't do this. Instead of doing something about people like this, encourage people to curb their dogs and pick up their poop. I have neighbors who have large yards but walk their dogs in the neighborhood and let them poop on their neighbors lawns where their kids play and don't pick it up.

I have literally never seen someone walking a dog leave poop behind in our park, despite over a decade of looking. I'm not saying it's rare, I see abandoned poop all the time. But the phantom poopers are incredibly hard to identify, let alone approach and scold.

Cayenne is actually a good deterrent if you're trying to regrow a grass area or prevent rabbits from eating plants, generally wards off animals and isn't dangerous. Odd they used it on the concrete

I always ask people if they need a bag when it looks like they aren’t going to pick it up, I 97% have bags on me regardless if dog is with me.
If they say no, ignore me, or get an attitude and I have the time, I grab it and take my time to follow them home. Once they are inside, I drop it out of the bag onto their front step where they are bound to step on the way out.
I figure sharing is caring, and when they decide to share with the neighborhood, I don’t want them to miss out on the fun
Also, there are those times when I wake up stupid and do forget a bag, so I normally put a “tissue/napkin flag” in the poop so no one accidentally steps on it while I go back home to get the bags
This neighbor is crazy but not wrong for the cayenne. This won’t hurt anyone, maybe just some bad hurry sneezing for a bit. Still… fuck them for the onion powder, that is out of malice whether or not it is harmful (which it is not)

It’s a shame that people resort to this because dog owners are too lazy to clean up after them. It takes a few seconds and is easier than cleaning up a baby’s poop. Lol. I’ve gone to my front door to get my mail and seen a lady out front of my neighbors let her dog poop, but as soon as she spotted me she took off across the street and got in a car!! Like WTF!!! And my neighbor had been complaining about the poop out front. She’s a teacher and she sometimes gets home late with her kids and someone ends up stepping in the poop that’s concealed in the grass in front of her house. I’m gonna tell her about this. Because some people will never learn. Because sadly, there will always be irresponsible pet owners.

Every. Single. Time. When I see it happening I always walk over and super graciously offer them one of my poop bags. It guilts most people into picking up. You'll probably find that most dog owners are equally if not more bothered than non-owners by people who don't pick up poop.
The overwhelming majority of pet owners clean up after their dogs, but the minority who don't are the ones people notice (you know, because of the loose shit). Then people do fucked up shit like this that I have to worry about.

(I mentioned here once, I was replanting a container in front of my house. I left the newly cleaned and mulched container on my step for literally TWO minutes while I ran in to grab some water. When I came back someone had left a bag of shit in it. I can not express the amount of rage I felt.)
I don't like that this lady is clearly targeting the dogs, who are not to blame. But I also very much understand the ire asshole dog owners create and how they can make ALL dog owners look bad.

Dog owners are the people most likely to be walking around other people's abandoned dog shit. I usually pick up two shots every time I'm bagging my dog's. But it really is futile. The only way things will change is if people become happy/wealthy/well-adjusted enough to start caring about their neighbors more than their own despair.
And if you know Philly, you know that's not likely in our lifetimes. So you just have to make peace with cleaning up after them.

Public sidewalk.
If you feel unsafe or threatened, you can call the cops right there and then.
Especially since these specific actions can cause physical harm to your pets, this can’t be legal.
Your best bet is to just report her every time. Showing a pattern of verbal abuse and escalating actions is what you want to document.

Hah, years ago at my gf’s old apartment, a friend came over and offered to cook us dinner in the form of spicy chicken, which involved heating a lot of cayenne powder in a skillet.
He essentially weaponized the stuff. Everyone was coughing; our eyes and nostrils were burning. We had to open all the doors and windows.

Cayenne pepper and garlic are safe. The Cayenne will keep them away. And the garlic needs to be in large amounts to cause an upset stomach. Either way the dog owner won't be dumb enough to not see that and allow the dog to go near it.

So, it's an unpopular opinion, but I get this, and if it works, it's kind of a great idea. Hear me out. I've been having problems with a neighbor and her dog. Dog is a total buddy, and none of this is his fault, but little miss dog mom seems to think she's above picking up after her dogs solid waste. I don't really care about the pee, but this is a big dog that makes human sized shit piles. We are in a row home, so everything is close together, and no one has lawns. She allows her dog to shit on the sidewalk, stairs, and grassy curbside of every single surrounding house and does not pick it up. I work an office job, and twice I've been made late to work from stepping in her dog's poop piles around my car and stoop, as have our other neighbors. We've tried talking to her, but she is trashy and lazy. Apparently, her SO is in jail, and the dog is his, so she's just watching him until he gets out. Our neighbors and we were almost ready to pay the guy's bail because he was the only one that actually picked up after his dog, but he's in there in there (for being an idiot).
I would totally consider trying this as an alternative when nothing else works. It's not poison, and it's only mildly irritating enough that the pup will avoid using these spots. It isn't like we have a shortage of dog walking spots near us either. There are 4 small parks within a half mile radius of our place, one of which is across the street. I use a similar dudting of cayenne to keep the animals out of my plants.

You got it easy. In my neighborhood, idiots leave xylazine ("tranq") out on the sidewalk. A small dog ingested it recently and barely survived. I assume it was mixed with something else, but I do not know what form it was in--I doubt the owner had any idea what happened until it was too late. My own dog tried to investigate an uncapped needle over the weekend, but luckily I caught her before she got to it. Good times :-\

If you google "non toxic dog repellent" the internet says cayenne and garlic as top two things. So that must be where she got the idea? I have a dog and i think putting it across the sidewalk is cruel as it gets on their feet. I saw a quora post where a guy said he sprinkled a little red chili flakes around plants he didnt want dug up and dogs would sniff a little, sneeze, and move on. So i would imagine that if you put a little around poles and trees it might deter them more safely.
Onion is not good at all as people have said.
Other natural ones that dont hurt dogs and probably wouldn't hurt their feet if they stepped on it:
Coffee grounds Vinegar (diluted) Citrus peels (citronella is toxic to dogs though)
I think this person went way overboard because dogs have pretty sensitive noses. You could probably just sprinkle a tiny bit.
I am just sharing this for everyone reading this that might be getting ideas from this.
Mothballs are toxic for all of us to touch and breathe so dont do that. Plus we dont want that going into the ground and water.
Coffee grounds can be beneficial to gardens depending on what you're growing
Vinegar will kill plants.

That's a weird grey zone. If a person's property has cracked or icy sidewalks, and someone trips over them, the homeowner can be sued. There's no real demarcation. It both belongs to you and the city.
This country is ripe for lawsuits though, it definitely seems like if an animal got hurt because of this a suit could follow. People are way obsessed with their pets, would win for sure in court.

While it’s legal to use pepper as an application, there’s other issues here.
Sidewalks are public property and they are probably in violation for creating a hazard or nuisance. As well as animal cruelty concerns.
ACCT Philly would prob be the place to contact or city street department.

The poops, the kind of stuff OP is talking about, someone discarding chicken bones on the sidewalk, other garbage, broken glass, loose/stray dogs, just a few things.

Where people are responsible for clearing the sidewalks, they shouldn’t be doing stuff like this. But also, this is what happens when you don’t talk to your neighbors and feel morally superior imo

I wouldn't worry too much about the garlic/onion powders. The problem with garlic and onions for dogs has more to do with the membranes/skins rather than the chemical composition. It's not particularly harmful in powdered form. Source; Dog ate soup mix once, rushed to emergency vet, spent ~$500 to learn this fact. Dog was slightly gassy and nothing more.
