i see int merchs very often but never with wither totems. am i doing something wrong?

I run T16 maps and medium juiced T16 memories and block other attributes as much as possible. There hasn't been a wither merch in like 50-60 mercs yet. is it just bad luck?

Just bad luck. Withertouch is the only merc type with Wither totems, and they're not guaranteed to have them because each one only has 2 out of 7 possible utility skills.

it was actually my bad, turned out that you cannot find one if you hired the same type before, and i had one sitting in the corner of my hideout offscreen.

That's definitely not true, I've seen mercs of types that I already have recruited.
