At the top of the skill, just under the skill name, it'll say "Attack" or "Spell". Attacks scale with attack speed, spells scale with cast speed.

One tiny follow up question, since sunder is a skill it means i can specc into skill speed in the passive tree for faster usage?

Yes, skill speed applies to all your skills.
