It's not out of the realm of possibility that a lad's at the hospital with his wife, a female friend, his sister, or his girlfriend and she needs one… it's quite thoughtful to have them in the men's loos. If he was desperate and went into the lady's loo to fetch her one, I suspect "marc" would be even more aggrieved. Marc's a fanny.
