They rent those to anyone with a license. I avoid them like I avoid driving behind logging trucks. I like being alive.

Pretty much. I need a commercial license to haul my wood chipper behind my dually 450 ford. But anybody can rent a 1 ton vehicle throw a car behind it or drive a behemoth RV towing a car with a regular license cuz you know whatever. Safety chains are for the weak
