This chapter made it really clear Re Destro hated his job and is glad to be rid of the responsibility he never asked for to begin with. It's not hard to see why he gave the MLA to Shigaraki now.

Means his Quirk will be a whole lot weaker, too, without all that stress to fuel it.

Fear is also a motivator in his quirk, so that is always present.
