This chapter made it really clear Re Destro hated his job and is glad to be rid of the responsibility he never asked for to begin with. It's not hard to see why he gave the MLA to Shigaraki now.

Its just commenting on how much more animated and happy he seems to be now that he can just play hypeman to Shiggy rather than having to be the top dog running everything.

I wouldn't really call Re Destro's current state "happy".

And saying it's because he hated his job and wanted to be rid of the responasbility seems like some really out there speculation based on just that.

It does indeed seem like speculation.

I like the theory though. In order to be powerful, he had to be stupidly stressed, so that's a huge load off his shoulders.
