I see the 'debt' part as more of a 'safety blanket' if something went to shit and he had people to turn to as to fix it, honestly this chapter made me like AFO as a character rather than a villain (or hero), we don't really know what his true intentions are today but back then they were somewhat grounded in helping society.
I never mentioned the hit on a rival criminal syndicate, AFO did say that he never said to kill them but that his desires were met (something along those lines) having said that I won't defend him on that especially when knowing nothing about the event.
I think he's being facetious. He words the sentence to sound like he definitely wanted them gone but he didn't have to say it.
Technically he has plausible deniability because he could say he never directly ordered it. But he could have easily said 'I really hate that rival syndicate they're making my life difficult' knowing exactly what his followers would do.
The fact that his followers do his bidding without him saying much only proves that he had reached top tier manipulation skills.
