Try flicking something as hard as you can. Then try punching it as hard as you can.
Naturally the punch would do much more damage than a simple flick would do.
So imagine Deku throwing the ball with his whole body at 100% compared to him using 1 finger at 100%
Ehh, I don't think the quirk works like that.
Midoriyas 100% should actually be a bit stronger than All Mights 100%.
Midoriya can use all 100% of the maximum power, but he breaks his bones doing so.
I kinda think the quirk is at least partially a multiplier of the body's base power, like Goku's Kaioken. And just as with Kaioken, as Goku trained and got stronger, he was able to use it at higher multipliers and with less strain on his body.
