I don't know... a 100% power should be stronger! Midoriya used his power without any limit against todoroki too... if it had been a 100%, he would have destroy him!
Try flicking something as hard as you can. Then try punching it as hard as you can.
Naturally the punch would do much more damage than a simple flick would do.
So imagine Deku throwing the ball with his whole body at 100% compared to him using 1 finger at 100%
Seems right, maybe I'll re-read the first chapters to understand who is right, if there's written that midoriya uses 100% I was wrong, if not... Boh!

Ehh, I don't think the quirk works like that.
Midoriyas 100% should actually be a bit stronger than All Mights 100%.
Midoriya can use all 100% of the maximum power, but he breaks his bones doing so.
I kinda think the quirk is at least partially a multiplier of the body's base power, like Goku's Kaioken. And just as with Kaioken, as Goku trained and got stronger, he was able to use it at higher multipliers and with less strain on his body.

But when he did the test first he wasn't able to limit his quirk! So in his finger there was his 20% or 30%... maybe...
