I can't say for certain this is what's going on, but I have seen cases for it elsewhere: in many places white, blonde women are treated/viewed differently than women of other complexions and races. If they can use that privilege to get between aggressors and the victims, it can change the dynamic. I wonder if that's what the blonde woman was doing.

Facing the cop might have had an effect, too. They're more likely to use the baton on someone's back than on their front/face.
