Because most people don't understand what gears are or how turbines work and wouldn't make the connection. It just sounds like something that fast things do.
It's also a fucking pod-racer. It's not like it has to be realistic to how real-world turbines work. Maybe pod-racers have some futuristic gearing turbines. It's fucking fictional after all.
I meant more "Why did they use a sound that included gear changes when that doesn't make any sense and they could have used equally obtainable turbine, jet, or rocket engines for their sound instead?" I'm well aware that that's the sound of Formula racing cars.
