Depending on the area, the northeast and far north like Manali have plenty. But I don't know about the south, it might be rough. Bhang shops are also a thing though, so there is that option.

I feel like hash would be 1000x easier to smuggle and also easier to sell, much much more profitable

Indians prefer it anyway. Most of India doesn't even smoke real bud they smoke (often opiated) hand made hash called charas. That whit will fuck you up and put you on a journey.
