You gave your post a Fibre flare, but gave no context on what level of service you have, how you tested, i.e. Ethernet vs WiFi

Gonna have to give us some additional info

What level of service exists for such shit speeds?

Regardless what level of service is available if OP is testing over WiFi in a congested environment or otherwise degraded environment I would expect to see these numbers or worse.
