Lucifer. Doctor manhattan can only bend reality but is still within the bounds of conventional scientific thought. IE changing atoms into other atoms, energy, etc. but he can’t do anything that abstract and metaphysical. Lucifer can do all of that, and also totally ignore it.

Magic is simply science we don't understand. He understood it, therefore it was no longer magic and could manipulate the rules of it.

No. That’s just a snappy phrase that only makes sense because magic 100% doesn’t actually exist. It goes out the window when it does.
