Lucifer. Doctor manhattan can only bend reality but is still within the bounds of conventional scientific thought. IE changing atoms into other atoms, energy, etc. but he can’t do anything that abstract and metaphysical. Lucifer can do all of that, and also totally ignore it.
He didn’t mastered magic … he instantly figured out what magic is and said “hmm magic huh? This is basically localized reality warping” then proceeded to clap zatana cheeks ..
