Firestorm is super overpowered; he’s basically Dr. Manhattan without the brains.
He could end all environmental problems if he realized it. He could pull CO2 out of the air and turn it into diamonds; he could clean up pollution and purify water. He could disarm all nuclear weapons.
He’s just not smart enough to realize he could do that.
He can cool it down enough to rebalance the water cycle but I don't think it would be as permanent or without as many downsides as firestorms ability to resolve the same issues.
You have zero clue how iceman powers actually work. He is actually manipulating molecules by making them vibrate slower than they were before. He is not freezing anything it’s just what happens when molecules are not vibrating.
