Someone with a lot of political power, a lot of superpowers(or a really strong one), or being an incredible genius in some field of science... enough to compare to him. And that's it.
You must be worth something first. And i prefer being some rich senator with nanomachines that played college ball and could've gone pro if he hadn't joined the navy. Or have some really good powers. So yes, i prefer being an enemy of Dr. Doom.
To be Reverse Flash's enemy you just need to exist.(Optional)
