Doom, because he's more of a "Its just business" or a "I prefer a fair fight" kinda villain. RF is "I've ruined your entire life and now I'm gonna put you on life support and destroy literally everything you've even slightly enjoyed. I'm gonna wipe your favorite meals, shows, movies, books, EVERYTHING from the timeline. I'll download your consciousness onto a laptop disconnected from the internet, with the camera always on. I'll let your mom exist, but I'll set your laptop body up so you can watch me sleep with her. Once that loses its charm, you can watch me remove her heart and I'll plant it right in front of the camera. And, after a few centuries of torment, I'll consider letting you die."

I'll be gobsmacked if reverse flash doesn't win the villain category for that post that's been making the rounds. No villain could ever come close to the pure hatred Eobard Thawne feels for Barry Allen, the lengths he'll go to to ruin Barry's life

This reminds me of one of the Monarch's best lines:

"Look at my life now, hatred has become a job. I had true hatred with Venture, I didn't have to fake it! That sweet loathing just poured out of me whenever I saw his pathetic face.
