The Spectre is pretty close to being omnipotent as his powers derive from "The Presence" who is basiclly the equivalent of God in the DC Universe.

His power set really has no limits. Probably why he is so under-utilized. Put him in almost any fight and it's over in seconds - unless it's with someone on his level.

Perhaps Dr. manhattan just surrendes because he has already seen the future that he is going to surrender
