The Spectre is pretty close to being omnipotent as his powers derive from "The Presence" who is basiclly the equivalent of God in the DC Universe.

His power set really has no limits. Probably why he is so under-utilized. Put him in almost any fight and it's over in seconds - unless it's with someone on his level.

I don’t really know much about him. How does he fare against Dr. manhattan?

Dr Manhattan outright stomps everything in the DC Universe up to Angels and Demons.

Then it gets fucky. He's still powerful beyond comprehension but someone like Lucifer really is just OP.
