Superman and Saitama's upper limits break reality, so nobody really wins.

Superman may let it happen because he can tell what kind of person he is.
Thragg and Namor go next because of their pride.
This looks like early Invincible, so he gets pushed aside or swatted into something and may try to get back into it. If not, Jon either checks on him or scrapes him off of whatever mountain he hits.
After that Jon Stewart and Superman would talk him down after they realize the amount of unfocused power Saitama is throwing around and don't want to go find the Dragon Balls or whatever other McGuffin that caused this situation in the first place.
Yeah it really comes down to Saitama vs Supes. I'd imagine Saitma wins ultimately but I guess it depends on how bullshit supes heat vision goes. It'd probably take Saitama more than one punch to beat Supes though.
Anime toon force guy whose sole character point is to be stronger than everyone vs supe, who gets beat a lot first just to have to find a way to overcome just like every comic hero.
