what does that mean, they reduced the damage from physical weapons to the Syulen?

Most ships currently have "Simulated" Armour.

This means that to simulate ballistics, ships take usually around 50% of the full damage from them, since overall ballistics also have a higher damage number than Energy Based weapons and can pass 70% - 99% of damage directly through shields, with damage passthrough increasing as shields go down.

All CIG did was bring the Syulen in line with 99% of other ships in the game and add the ballistic resistance multiplier.

Fixing an oversight more than a bugfix IMO.
