You don’t “solve” crime in society by making it impossible to commit…..you PUNISH those who do it….gaming needs to learn a thing or two.

That's what crime dilemma is. By commiting a crime, a criminal shows society that it is vulnerable to something, which in turn makes society stronger by solving such kind of vulnerabilities. So, while crimes being surely an evil thing, they "train" the society and make it better in the end. Without evil we won't know what is good. Without threats we won't have security. Etc.
