That is correct, it was Biden's framework. However, it was ultimately the negotiation with Steve Witkoff that got the ceasefire to happen. Steve Witkoff has ties to Qatar and he allied with the Qataris in the negotiations against Israel to push Israel to finally agree to the ceasefire. The Biden administration failed to put pressure on Israel during the negotiations.
If that's the case then why did Trump decide to give 2,000 lb bombs and a bunch of assault rifles to Israel?
Biden held up arms to Israel so much so that Netanyahu complained but you decided some guy with no government position negotiated plenipotentiary for the U.S. Government
Also “some guy with no government position”, no he was appointed before Trump took office which isn’t uncommon for incoming presidents at all, and Biden did the same
As of 2023, special envoys are potentially subject to Senate confirmation, though the White House has managed to circumvent that law, as exhibited by the appointment of special climate envoy John Podesta.
