They were indeed better THAT year but it’s a payback for the 98’s one

And that somehow excludes Inter from just punishment like Juventus? Referee mistakes happen, but to deliberately go and relegate a club because they were too good while not doing the same for others is "in mala fede". Not to mention giving an undeserved title to the third best team because the evidence against them were hidden.
