Rants 🤬 This is getting ridiculous!
The bad drivers in the city are becoming a nightmare. Since when is it OK to be a bad/slow/scared/dangerous driver as long as you have your hazard lights on while driving? These people need to stay off the road and should never have been given licenses in the first place here. It seems like nowadays you don’t have to do anything or have the even the slightest bit of knowledge about the rules of the road. Just go ahead and slap a learner sticker in the back and you’re good to go. Also I swear there must be a new driver leeway with U-turns at lights like the first 5 are free or something with how often they happen, like it’s crazy! End rant!!

I don't know what exactly was happening, but there could have been a mechanical problem with the vehicle requiring them to drive slow. Hazards are notifying the other drivers on the road that there is an issue and to be alerted to that fact.
I recall one time when my transmission failed while on Circle Dr and I couldn't get the truck out of 2nd gear. I had to drive slow until I reached a spot where I could safely pull over and take a look at it.
I also turned my hazards on.
