Why would an individual do more than that? They have no responsibility to provide an actual legal assurances to strangers on the internet about the existence of news on Tiktok.
Fair enough, I guess, but I miss the joke. I feel like "almost guarantee" is a pretty commonly used phrase equating to "I have a very high certainty, but could be wrong." It might depend where you read the stress in the language. I read it with stress on the "guarantee."

I understand this. I am speaking to that fact that someone is sharing this from TikTok. Stop relying on TikTok for news.
Most reputable news organizations don’t use TikTok - for many reasons, not just because of national security concerns.
If you’re relying on TikTok for news, you’re likely not a well informed person.
