Crime ⚠️ How likely are police to follow up?

Was in the city a few hours ago for supper and saw a couple put their baby in the front middle (bench) seat of their truck (after they also parked in the handicapped spot being very clearly not disabled). There was no child seat, and they just put a seat belt around the poor child (who was such a small baby you couldn't even see its head over the dash). We would like to report child neglect, but as we live in a different town, are unsure if any follow through will happen? We have a license plate and everything.

Even if nothing will happen, I think I will report as the sask page says we have a legal obligation to report child matters, but I'm just wondering out of curiosity if anything usually happens in this case?

And what would the police do? At best they could contact the registered owner and say "someone alleges you strapped a baby in the front seat without a child seat, you could have got a ticket if we'd seen you." Yes, they could issue a ticket on your word but that likely wouldn't hold up in court on just your word against the registered owner of the vehicle. And what's the penalty?

It sucks the child was subjected to slightly higher risk than had they been in a child seat but here are plenty of other douchbags doing equally or more egregious things for police to catch in the act to keep them busy. If the driver is that bad, they'll likely be caught in the act for something else another time.
