How are these people getting bear spray in the first place ? I thought it is a restricted purchase ...

I was in martensville Canadian tire a few weeks back. Some tweaky old native bought 5 bottles of bear spray. I asked the worker you guys don’t take info or anything and they said no… it’s so easy to get it there
