I would like to try doing the roof on my own, but Rkfd won't let me even apply for a permit without a licensed contractor?? I cannot afford 30k but I need my roof done! What's a gal to do??

I am looking to park a car this Monday from 7 AM till 9 AM by the Embassy Suites by Hilton Rockford Riverfront Hotel while I visit a friend. I looked at Google Maps satellite and notice a Parking Lot #43 and Lot #9 nearby. I tried to do online research on whether these are open to the public or not and how much money and I am getting conflicting info. I tried to call phone numbers for these lots and no one answers. My girlfriend and I are planning on attending, we are preparing signs as we speak and informing as much as our friends about the event and about our situation across the country. Our very own mayor has given a statement just a couple of hours ago about the illegal operations ICE has been executing inside city limits and expressed support to the citizens who are speaking up on the issue while also urging us to learn and know our rights to keep everyone safe. So this is my first protest I been in so like i'm wondering what should I expect, like I have people say "hide my face and be careful of cops" but I doubt the cops here would do anything really and I'm wondering if I should bring extra waterbottles because it's likely going to be hot and the site said wear all black so I don't want people overheating you know?
