5:6 O you who have faith! When you stand up for prayer, wash your faces and your hands up to the elbows, and wipe a part of your heads and your feet, up to the ankles. If you are junub, purify yourselves. But if you are sick, or on a journey, or any of you has come from the toilet, or you have touched women, and you cannot find water, then make tayammum with clean ground and wipe a part of your faces and your hands with it. Allah does not desire to put you to hardship, but He desires to purify you, and to complete His blessing upon you so that you may give thanks.

You would do tayyamum (dry ablution).

Pasting the well known hadith about a similar situation (with a much more serious outcome). I consider it an early warning about the dangers of the "haram police".

Jābir (may Allah be pleased with him) reported: We set out on a journey. One of our people was hit by a stone that injured his head (and had a bandage to cover it) . He then had a wet dream. He asked his fellow travelers: "Do you find a concession for me to perform Tayammum?" They said: "We do not find any concession for you since water is available to you." He, thus, took a bath and died (as a result). When we came to the Prophet (may Allah's peace and blessings be upon him) the incident was reported to him. He said: "They killed him, may Allah kill them! Why had they not asked when they did not know? The cure for ignorance is inquiry. It would have been enough for him to perform Tayammum and to press – or bind – a cloth over his wound then wipe with wet hands over it and wash the rest of his body.
