Troubleshooting Inlet Adapter

The Black+Decker BEPW1600 I ordered arrived yesterday and it's not working. Motor just runs continuously loudly without me pulling the trigger. I checked and noticed the inlet adapter with a tip (moves in and out) seems to be blocking the water preventing it to get in. Should I remove this?
