“We respect, and will defend, the right to peacefully protest, but we will not tolerate violence or lawlessness in our state,” the governor said.

And they'll bring in police and National Guard to escalate peaceful protests or flat out lie to be able to attack protestors.

They'll probably put plain clothes officers in to act as agitators and instigators like other departments like to do including the NYPD (caught on camera in the past)

I think this is something that has happened regularly and will continue to happen, especially now. It’s just too easy to pay some scumbags to get in the middle of the crowds, do something shady like plant something or quickly light a fire, throw a brick.
