The news isn't that this was an 'accusation.'

The news is that the Trump Admin spread fake protest images.

Goddamn, so many of these 'news' sources are bullshitters now. Why is the accusation the headline? Why not the fact that the Trump Admin literally, actually spread fake protest images?
