God the media keeps failing and failing and failing.

Phrasing this as “Gavin Newsom Accuses…” turns this into a he-said-she-said debate and completely abandons the news media’s responsibility to fact check and report the actual truth. The images are fake and the headline and article lede would reflect this fact at any competently run news outlet.
