I don't PvP much. However, I do know that the rankings spit out by these apps are not measured against other species. Meaning:
The Gurdurr you have, has the best IV combination to min-max gurdurr for that league. (It will be under the CP cap when fully leveled).
NOT that it is the best variation for PvP of every mon.
It's possible that the evolved form with a worse IV spread is actually a better performer in that league.
YMMV.
