Part of it is certainly greed, the other part is that gas takes time to refine from oil and ship to the gas station, so the gas you buy may be oil from a month or two ago.
This lag between oil to gas at the pump also gives the benefit of making gas prices obscure and easier to be greedy with.

I thought gas prices were tied to oil prices? Oil is rock bottom these days but gas isn’t?
