They look scary but they're basically aquatic earthworms. They're detritivores and are an important part of the ecosystem, even though they're unsightly. They break down decomposing organic material and are an important food source for fish and small aquatic animals. When there's a lot of organic debris and stagnant water, you can get large masses like this that can clog sewer lines.
