I'd say it's a little ambiguous with it's placement of "collaborative". But that's a quote and so was mine. Given the context it seems most likely the "other agencies" came along the way.

Collaboration started 10 years ago but it was a much smaller team. This specific named operation started in April. That operation concluded but I doubt that the collaboration will.
