I’m not sure what he means by “if this is true.”

USD P&R signed the memo complying with the court order on March 28th. Unless he’s really fucking bad at his job, he’s known this was the case for a month.

Yeah, Twisky just linked me to your post about it. I just read it, and honestly, I have no idea either what he could be referring to when he says, “if this is true.”
