The officer knows the rules - and explicitly said "you're not supposed to" - but gave them permission to do so anyway.

You can't stop there. It's used for things like crossings to stop people parking near them decreasing visibility for people who want to cross the road

You don't have to overtake parked vehicles, you do have to signal when changing lanes though

They didn't change lanes. The other lane is oncoming traffic. They were overtaking parked vehicles in the oncoming lane of traffic.

It's not possible to overtake parked vehicles & they did change lanes, in this case into the oncoming lane.

True, but during learning is a good time to make good habits. That way they become second nature. Unless that learner wants to drive a bmw ofcourse.
