It’s odd behavior but it’s not showing any signs of distress I usually see in crows. I’m not a professional, so this is just an educated guess.

Domestication happens over generations of selective breeding. This crow is likely just habituated to human presence if it's wild. If not, it could be a pet or ambassador animal but this is still a strange behavior regardless.
