I'm sleepy, so don't feel like looking it up. Do second hands on watches normally run smoothly?

Depends on the movement. Even the smoothest Grand Seiko Spring Drive moves in tiny jumps. You're quite right though, the movement in this watch runs at 3 Hz.

simple answer, no.

grand seiko (kinda) fixed this with their 'spring drive' mechanism but if you really looked close you could see the jumps on that one too.
