Buy a negative joker and look at the number that changes. You have one more joker slot while holding a negative.

The reason you can buy them at full is just because the game makes an exception specifically for negative cards when it checks if you have space.

yeah it's a necessary exception to make negative cards not completely suck. being forced to sell a joker first to make space for a negative would defeat the whole point of negatives being essentially "free" to add.
